Profile of the Calapan City Public Employment Service Office (City PESO)
Unemployment has been a perennial problem and remains a major challenge for the Philippine society. It is everybody’s problem and responsibility. Greater concertion of policies and programs would go a long way in mobilizing the talent and capacity of each one for innovative new forms of work and organization and for involvement into the economic and social mainstream.
In Calapan City, this is one prime issue to address and categorically it has become obligatory to efficiently deliver public employment service to its people through the City Public Employment Service Office (City PESO). Upon the activation of the City PESO on October 19, 2005 during the time of then-City Mayor Carlos Brucal, it has affirmed its commitment to carry out full employment and secure equality of employment opportunities for all Calapeños seeking jobs.
The technical management of the City PESO, as defined by the released memorandum from the City Mayor is to be taken over and carried out by the City Youth and Sports Development Department (CYSDD). Thus, the same personnel of the CYSDD mans and manages the operations of the City PESO. Mr. Marvin L. Panahon supervises the operations of both offices since he is the City Youth and Sports Development Officer and the concurrent City PESO Manager.
Frontline services being offered by the City PESO include the quarterly conduct of job fairs; regular holding of special and private recruitment activities; the maintenance of a systematized local manpower database, which is an instrument for efficient job matching and referrals; resolute advocacy on anti-illegal recruitment; career guidance and counseling; Special Program on Employment of Students and Out-of-School Youth (SPESOS); and steadfast information drives.
One remarkable development feat that marked the commitment of the City PESO to deliver efficient public service was when it underwent a partnership with the OWWA, and established the OFW Migrant Desk which purposes to provide immediate and appropriate assistance to OFWs and their families and dependents.
Another distinct endeavor that the City PESO embarked on and sets it apart from the other is the installation of the very first Phil-Job.Net Center in the province of Oriental Mindoro. With its aim to fast-track jobseekers search for jobs and employers search for manpower, the center makes it easy for the jobseekers to search job opportunities, run job matching process, and get list of vacancies and corresponding employers' contact information.
Presently, in its promising status of effectiveness, it vows to uphold the City Government’s noble undertakings to not only offer assistance to the community members but also to be considered as one of the prime movers in propelling the country’s economic wheel. Through this, the existing employment facilitation service machinery of the government particularly at the local levels are strengthened and expanded.
Regular Services
With the current bulk of proposed development and acquisitions lined up for immediate realization, implementation and completion, the commitment of the City Public Employment Service Office to carry out full employment and equality of employment opportunities for the Calapeños is intensified thus, strengthening and expanding the existing employment facilitation service of the local government. It is for this reason that the regular services being catered to the Calapeños by the City PESO are even more poured with utmost regard as to its efficiency and effectiveness.
Aside from job fairs and recruitment activities, PESO institutionalizes different services and functions to accommodate the elevating needs of common job hunters. These services parallel with the development agenda of the City Government of Calapan shall be reinforced by the City PESO through efficient and effective formulation and implementation of programs and projects designed to reach out to every Calapeño.
A. INFORMATION DISSEMINATION
The City PESO maximizes the use of media to publicize the programs, project and activities being undertaken by the office.
Inside Calapan is the official news program of the City Government of Calapan which basically delivers news and updates on the status of the programs, projects and activities of the local government unit. It is being televised in two local cable networks three times a week. A staff of the City PESO co-anchors the program.
“AKSYON AGAD” is a radio program that can be heard in three different radio stations in Calapan City: DWIM 93.6 AM every Saturday, 7-8 AM; Radyo Natin 101.9 Sunday, 8-9 am; and DWOM FM 105.5, Wednesday, 7:30-8:30 AM. In the program, the hosts tackle issues that are significant in the lives of each and every Calapeño.
Communication has always been regarded as the sole mean to relay information and to always stay in contact with the office’s clients and providers. The installation of a mobile mode of communication helps ease up the difficulty of resolving inquiries and seeking information both incoming and outgoing.
