Calapan City-“Let the rule of the law prevail in the City
of Calapan”, this was the words of Calapan City Mayor Paulino
Salvador “Doy” Leachon in his desire to strictly implement City
Ordinance No. 01-95, “An ordinance to promote cleanliness in
Calapan by prohibiting littering and dumping of garbage in the
streets, public place, rivers and coastal waters regulating the
disposal of waste and garbage materials and providing penalties
for violation thereof”.
This ordinance was put to test when Mr. Robert Evora, a
known local newsman erred when he was caught by a member of the
Aksyon Agad Anti-Littering Unit throwing his cigarette butt in
Juan Luna Street
near the Calapan City Public Market.
In the reports gathered, Mr. Conrado Alfante, a member of
the Aksyon Agad Anti-Littering Unit, approached Evora to call his
attention and explained to him that the latter had violated City
Ordinance No. 01-95 also known as the “Anti-Littering Ordinance.”
Alfante even requested the erring newsman to just pick-up his
cigarette butt and put it in the garbage can but Evora declined to
give in to the request.
Later that day, Alfante and Police Officer II (PO2) Reden
Dueñas of the Calapan City PNP attempted to again, formally
inform Evora that he violated the said City Ordinance and
explained to him the consequences of his actions.
According to the said ordinance which was approved on July
13, 1995, anyone caught committing a 1st offense will
be fined P200.00 and will undergo a lecture with the City Mayor; a
P1,000.00 fine will be imposed for the 2nd offense
and/or will be detained in jail of not more than 15 days. For
the 3rd offense, a P2,500.00 fine will be imposed on
the violator and/or will be detained in jail for a period of not
more than 30 days.
With the proper explanations regarding his violation, Evora
refused to pay the P200.00 fine for his 1st offense
saying that the implementing officers should first prove that the
said ordinance was already approved by the Sangguniang
Panlalawigan. He further explained that the said approval should
serve as the basis for ordinance’s implementation.
Considering the events that transpired, Mayor Leachon
immediately instructed his City Environment & Natural Resources
Officer Willy Landicho to file the necessary charges against Evora
with the Calapan City
PNP in relation
with the latter’s violation of the said ordinance.
Evora is a distant relative of Mayor Leachon but with his
offense, the City Mayor cited that he is not tolerating anyone
even his relatives when it comes to the full and strict
implementation of the law.
Mayor
Leachon is also expecting that the incident will serve as an
example to all Calapeños and that everyone be reminded that “No
one is above the law”. He also added that discipline is the best
solution to the present problem of our country and the world. If
only every Calapeño will become disciplined constituents, then
cleanliness, orderliness, peace and development will be only
within reach. |
